Apparently Intel is allowing third parties to manufacture ARM chips using Intel's fabs. The news would be bigger if the SoC in question was going to be for phones or tablets, but this is still big news.
Intel is widely regarded as being 2+ years ahead of everyone else in terms of fabrication technology, so if anyone were able to negotiate the ability to make their SoCs at Intel's plants, they would gain a noticeable performance edge over other competitors.
