Intel DH55PJ trouble

I have an Intel DH55PJ board that I got with an i3 from Amazon. I installed them in a oldish case about a month ago and everything was running fine. Yesterday I opened up the case and pulled out the DVD-RW drive so I could install some software on a new HTPC. The install went fine and today I put the DVD-RW back into the i3 computer.

I reinstalled the hardware and was cognizant of the usual precautions, hit the power button and nothing happened. I turned off the power to the PSU, unplugged it, grounded myself, then opened it up and disconnected the SATA and power from the DVD-RW. Reconnected everything and hit power again. This time the case fans and CPU fan began to spin, then powered down, then spun, then powered down etc about 4 times, then came on and stayed on. The board never beeped, it usually beeped every time it posted. There was no signal to my monitor. After about 30 seconds the fans spun up higher and stayed there.

I did some tinkering, removing the video card, unplugged the HDD, etc and no matter what combination I tried same result, 3 or 4 fan cycles, no post beep, no video signal (from onboard chip). I tried removing the battery to clear CMOS, no luck. I tried changing the BIOS jumper, no luck.

I did find that the CPU fan wasn't seated 100% properly. I removed it, cleaned the CPU and heatsink, reapplied thermal grease and re-sat it. No luck.

What other things can I try to determine the problem? I'm sure it's a MB issue; even though the CPU fan wasn't seated if the CPU was dead the board would still post, right? Considering that this is the only board and CPU of this socket that I own and funds are very tight, what can I do to narrow down/correct the problem?

I'm honestly not sure.

I took the whole thing apart, reseated the CPU and fan, installed the RAM, put in the CMOS battery, and connected the 20+4 and ATX 4-pin power and nothing changed.

At a bit of a loss, I put the HD5770 back in and nothing different happened. I then changed the BIOS jumper to 'Configure' and got it to post. The fact that it (finally) posted in configure mode and not normal mode would make me think that the BIOS wigged out when I reinstalled the DVD-RW, except that earlier I had the system setting exactly the same, save the HD5770 wasn't installed and I was going off of IGP and it wouldn't post.

Anyway, I put everything back together and then it wouldn't start, not even the feeble attempts of earlier. I remembered that I had put the HDD light case lead to a different set of pins (there are 2 or 3 on this board) so I pulled that and it tried to start and failed. I rejumpered to 'Configure' and it posted. I went into BIOS and reset everything (except the clock, I forgot to reset the clock after pulling the battery) and got a good boot to Win7. When I get home today from work (I did this tinkering on my lunch break) I'll validate that it's stable and pray that when I add the DVD-RW it doesn't bork the system again.

I don't know what the issue was, why re-adding a DVD drive that had been part of the system would mess up the BIOS and why resetting the CMOS battery and BIOS jumper worked with the HD5770 installed and not on IGP.
