Intel D945PSN not booting with new pci cards (double keyed)

Got the retail edge bundle. Running a D820 on D945PSN board with OCZ Gold 667 ram. Everything works thus far accept the board will not boot when I install newer pci cards. I know its set to comply with PCI 2.2 standards. The only card it will work with is a single keyed or "nothced" pci card - a Matrox Mystique 2mb PCI graphic card - this card is 8 years old.. Anything else I put in the system will power on but not boot, and display not video. It just sits there. Has anyone else had this sort of problem? I updated bios and looked but there are not settings to adjust aside from pci latency.

Anyone have any recommendations? I emailed intel but no response thus far. I'm waiting on my pcx ati x800 but still need to install my audigy, etc.
