I know Intel D875PBZ JDEC MEMORY standard is PC3200 (DDR400), I still couldn't figure out the JDEC Latency Standards, which i need to know before buy anything.
So can anyone help me out?
 
There is no standard for latency. The latency will be programmed into the memory that you buy (it's called "SPD") and will vary from low to high depending on the design and construction of the memory chips and PCB. The 875PBZ allows you to adjust this latency anyway.
