Intel D865GL and Momentary switch...a real Nightmare!!!

Hi,
Really hope someone can help me. I put this system together with an Intel D865GL and it refuses to boot up. The PS is a Fortrom so it's P4 compatible but the problem is that it doesn't boot at all, no beep nothing....

The most probable cause that i was able to identigy is that for some reason, The system's case power-on switch must be a momentary contact switch with connection time greater than 50 milliseconds.

The symptom are:
When you power up directly from the PS switch, the cpu cooler + cdrom are working and a green light is on on the MB.
With the regular on/off switch connected to the MB, it doesn't power up.
With a reset button connected instead (ie: Momentary switch) it doesn't work neither.

Here are some more background info on my problem:
I tried the on/off and reset button from another case that i know work in vain.
I got 2 identical PS, so i tried the other one but same result. BTW, from the power supply i have the Main power connector and the Processor core voltage connector connected to the MB, plus one cable going to my hd and the other to my cdrom
Somehow, i think it has to do with this switch stuff but how can it be that when i tried powering on the mobo by shorting the pins with a screwdriver it still doesn't power up??? I do have the green light on on the MB though

Does anyone know how to get 'momentary contact switch with connection time greater than 50 milliseconds'?
Is there a way to work around this or could it be that my MB was DOA?

Made some progress, so this is where i'm at now:
-- when i switch the power on from the PS, the cpu fan kicks in, the green light on the MB appears but nothing else.
-- If i pressed and hold the power button from the case, i can turn on and off the cpu fan but still no beeping or sign of booting.
I don't have anything else than mobo, cpu, cpu cooler, ram connected. no hd, cdrom, floppy or other devices.
Any idea what can still prevent it from booting? Could it be the CPU that is fried? how would i find out?

Sounds to me like it is turning on but not booting, double check your connections and all that, try swapping your CPU and/or Ram out if you have spares around

The above is a guess and any result from this idea other than a good result is NOT MY FAULT😉
 
Thanks to all for your help! After countless tries it finally boot up! Go figure, i might have plug the ram or cpu incorectly at some point or else but now it's booting!
