The i5-9400F is actually somewhat of a reasonable CPU for building a gaming rig. (Though I still personally prefer the R5 3600 myself.)

This is a great deal!

Edit: Debating buying another one. I bought a i5-9400F and an ASRock B365 Pro4 ATX mobo @ Newegg on a combo sale for like $230 or $250, but then I just sold the i5-9400F off on FS thread last week, leaving me with a mobo that might be a hard sell, because it's not a Z-series mobo. But the i5-9400F DOES NOT overclock (save for MCE functionality, which may only be possible on a Z-series board anyways). So maybe I should pick up another one at this new lower price, to go with my board, and build a rig with it.

Any chance that these will drop further in price, maybe $100-110? They seem to be a relative bargain for building gaming PCs, and they can do an all-core clock of 3.90Ghz (Turbo), which may edge out the Ryzen R5 1600 slightly, even if it's overclocked to 3.80Ghz (like the rig I just built). Although Ryzen has an edge with SMT support.
