Just got a new computer with this new processor.
Are there any tweaks or settings to ensure I am getting maximum benefit with this in windows xp?

I think the OP may be more interested in knowing if OS-specific tweaks are available/necessary. So far as I know, no . . . the XP task scheduler does reasonably well with Intel dual/quad core CPUs. You don't need hotfixes or drivers for them (unlike X2s). You can always set core affinity I suppose, but the benefits from doing so are likely minimal.
