Intel chipsets and undervolting/underclocking

I'm going to build a new NAS once the Haswell i3's come out and I'm looking for a motherboard that would allow me to undervolt and underclock the CPU. Now, I know that z87 boards will have these features, obviously because they can overclock, but I've been trying to figure out if any h87 boards will have it. I've emailed both Asus and Asrock (the two brands I'm most likely to purchase) about this, asking questions about specific boards and I don't think they even understand what I'm talking about. I've emailed them each more than once, and haven't gotten a single satisfactory answer (one Asrock rep told me that Intel speedstep is all I'll need...I wanted to bash him over the head).

Are undervolting and underclocking features that h87 boards will all have? Likely have, but need to know the specific model? Or should I just go with a z87? I'd like to go cheaper if possible, but if z87s are my only option, so be it.
