The E5-2699 v3 should have an effective TDP of 181W (It's 145W TDP, not 165W), while all the POWER8 chips should have an effective TDP of 270W. That's a ~49% increase in TDP for a 35% increase in performance, at least on Anandtech's SAP S&D benchmark. It looks like POWER8 is running behind Haswell-EP/EX in terms of performance/watt in that particular benchmark.
