Intel Atom Z3770: Capping Framerate, disable CPU boost (Win8)

I have an HP Omni 10 tablet (Win8) which has an Intel Atom Z3770 processor with integrated graphics. I love this little tablet as it is great for reading and writing papers on the go. It is even serviceable for light gaming and does well streaming Amazon Prime.

The downside to the tablet is it gets very hot in games, even simple ones. I don't play on it often (once a month maybe) but when I do I want to avoid it getting so hot. Disabling graphics features and putting games like Multiwinia on low settings doesn't seem to help -- my guess is because the lower feature load results in a higher framerate load. So I would like to be able to Temporarily:

# Cap Framerate

# Disable CPU boost (CPU is 1.46GHz but can boost to 2.39)

Any quick/dirty way to quickly enable/disable these changes?
 
I don't know about the boost clock, but the framerate cap can be achieve with MSI Afterburner on RTSS you can set a maximum framerate.
