Which archtecure is more powerful? Does an atom 1.6GHz beat an apple a4? in moble computing

Yes atom beats crapple a4. Other than that, these chips are still made different purposes in mind.

I've been under the impression ARM won't pass atom (clock for clock) until the Cortex A15 launches.

For overall performance, yes, the Atom 1.6GHz beats the Apple A4.

But the key metric to compare them is not overall performance but performance/watt in a given power envelope. ARM takes the lead if you're looking at well under 10W TDP.
