intel 845m chipset doesn't work on usb 1.1 anymore

My laptop(t40) function as USB 1.1 instead USB 2.0, the laptop was
installed windows xp with sp2 and all the newest driver including BIOS
from IBM website.
Anybody knows is it a software or hardware problem?
