I have a Dell Inspiron 700m with the Intel 82852/82855 graphics chipset. I currently installed Vista and the graphics driver Vista intstalled is terrilble. When I tried to run some emulators they ran terrible, it ran better when I was on XP. Is there proper Vista drivers for the Intel 82852/82855? Or is there another way I can fix this?

Not yet, how much memory do you have? Also, disable Aero, as it may be sucking your performance down as well. I think Vista blows diseased chunks for nows, especially on anything but insanely highend hardware, and even then the drivers reek like rotting fish.

This chipset only has 64mb ram, and Vista thinks my laptop isnt Aero compatible (it probably isnt) but I know for sure this chipset is good enough to run emulators like Mame and others....

Well, Microsoft made Vista support that chipset OOTB, but given that Vista runs like crap on anything but bleeding-edge hardware, you're unfortunately SOL. It would be a shock to see any Vista driver update for that video device, just as say, the WinXP built-in driver for stuff like ATI Rage Pro Turbo AGP2X was never updated.
