I just bought a retail Intel 775 3.0ghz with stock heatsink/fan. When I checked the cpu temp in the bios, it read 69C. Is this a safe temp? What is the normal cpu temp range for this cpu?
Let it sit for a while, it will cool down. I put together a 530 machine last weekend and I noticed high temperatures also. It seems right at startup the chip gets really hot, but when I let it sit for an hour or so, it went down to the 50's. Just to be safe, I would make sure you have the HS seated correctly, it takes a lot of pressure to get that HS in.

No, its not. It will certainly throtle down and you will have less performance that what you payed for.
The HSF that Intel bundles is of good quality, so I would defenetly check your case insides: try wrapping all your cables so they don't interfeer with the air flow. Try checking if the HSF is correctly pressed against the processor. You must have at least an intake fan and an exhaust fan.
Aenslead, I recently used one of these, they jump to around 70C or so for a few minutes (not continuously at 70) then drop to 50's. Furthermore, even when the chip says it is 70C the heatsink isn't even warm to touch.
