Is the 2.8C default multiplier 14 x 200 ?

If so would 14 x 217 run 1:1 with PC3500 which is 433 Memory. and is that easily possible with with a 2.8C and P4C800-E

yes, the multiplier is x14
provided the cpu would o/clock to 217fsb then pc3500 memory should work at 1:1
