Intel 2.8c and Newbie question?

I just bought a 2.8c and have a question. Theres a piece of black thermal tape on the botton of the heatsink. I havnt opened the package yet. But, is the black shiney thing just a cover to protect the thermal compound or is that shiney stuff the actual thermal tape??
