Integrated video and DVD playback?

Is it possible to do with any quality?

I'm thinking $100 Mobo, $50 flex ATX case, $40 cheap DVD, $40 Duron or Celeron, $50 RAM = $280. Seriously trimmed Win98 or Linux on bootable CDR. Then for not an unreasonable price you get a DVD player that you could turn into a real computer/game appliance just by popping an old hard drive in.

Is this even remotely possible now? Any thoughts on if it will be in the future?

I think the built in video systems that can run DVDs (ATI for one) use some software processing so you need someplace to load the DVD software to (hard drive). This would also give you a place to put the OS.

You can probably get away with it, the mobo's with on-board S3 Savage4 play DVD's competently (option to ATI). However, gaming is a whole different deal(depending on which games) and when you say "old harddrive" how old? pio4 or dma33 are going to seriously bottleneck things. Just a few things to take into consideration, because going to "cheap" can often be more expensive in the long run.
