Question Integrated Graphics and intermittent zoomed-in and weird resolution issues in BIOS

I recently build a secondary system that has a Ryzen 5 7600x and an MSI B650 Tomahawk motherboard. Intermittently, the BIOS screen will get zoomed in and cut off from the bottom and the resolution will be a weird one. Also I can't scroll to past where the the image cuts off and therefore can't navigate fully in the BIOS when this happens and I must reboot my PC if I want to navigate to the parts in the BIOS that were cutoff from the screen. I have a 1920x1080 monitor but when this happens, the resolution will be 1920x1033 or 1920x720 which my monitor does not support officially. I also had this happen once in the Windows 11 interface (taskbar was missing and screen was zoomed in but I think that's because I didn't have my graphic driver installed yet as I was still going through the Windows 11 setup and have not reached the graphics driver installation part yet but since installing the graphics driver it has not happened in Windows. I updated to the latest BIOS version but issue is still there.

I've had similar issues with any AMD graphics card or integrated on 2 of my Acer monitors at work. The other monitors work fine.

I'm using a 10 year old AOC monitor. Since it does not have an HDMI connection, only DVI and VGA, I used an HDMI to DVI cable to connect the motherboard's HDMI to the DVI input of the monitor.
