Intake or exhaust for the heatsink

What the title says...whats better to keep everything cool? Currently I have fan blowing down to the processor (and memory)...is this the best choice or exhausting will get everything cooler? Just got this doubt reading from someone's post...

Its usually better to blow onto the heatsink. Pretty much all of heatsink now work that way, but there have been a few (alpha PAls) where sucking air from the heatsink was better

there shouldn't really be a difference but blowing on would usually perform a BIT better. On another note, blowing across the heatsink is pretty good to, it blows straight to the exhaust fan (Zalman CNPS9500)

Thanks....did testing and blowing in makes a dif of 3 degrees at load....winner is blow into :D
