Make it a felony. Even street punks that get caught with a gun without insurance for THAT piece (by serial number) do time separate of everything else.

ANYONE caught with a gun without liability insurance for THAT gun (by serial number), no matter who you are, no exceptions, does a year. And since it's a felony, they get the bonus of losing the 'right' to a death device.

After the first year it would be discovered that the law impacts minority's to a greater extant than whites and be decried as racist.
The only way to get meaningful gun control is through a constitutional amendment. Adding the equivalent of a poll tax won't work.
