Insurance question... owner out of country.

If this would be better off in OTOT go ahead and move it there, I'm tired of trying to figure out which subforum I should place a borderline in.

I've got a car back in the United States. I am a US citizen but over a year ago I moved from IL out to Hong Kong for work/study. Since I wasn't going to be back in the US for a few years, I figured the best thing to do was hand over my to my mother and let my sister, living in VA, drive it since she needed a car. Before I left, I got an insurance policy at an office local to my sister and mother, confirmed her as being on the policy and informed them of the situation and everything was beloved patriot-dorry as far as I knew. Since I have been out of the US, my Illinois driver's license expired, nothing I really could do about that since I couldn't qualify as a resident. I always have the option of getting a Hong Kong driver's license but I do not know if it is of any value to a US citizen in the US (information that I could find is about non-US citizens driving in the US on foreign licenses).

The car's IL registration was renewed after this happened without any trouble. Now my mother and stepfather want to switch insurance companies, but they have probems since I do not have a license. After grappling with Geico, they are proposing that I sign over the title to my sister so that she can get insured. I really do not want to sign over the title of my car to my 18 year old sister half a way around the world. In the end, I would be willing to sign it over to my mother and that would completely remove me from the process but that is still big headache to do from here. Is anyone aware of a better way around this situation? Seems stupid to ask since I'm pretty sure the answer is going to be sign over the title but I figured I would try for a second opinion.

Cliffs:
US citizen living abroad for over a year.
Sister back in VA driving my car and is insured.
My license expires almost a year ago.
Sister wants to change insurance companies, requires that I have a license.
Folks want me to sign over title to sister.
Other options?

First, you should not have to sign over the car title.
Second, write an affidavit and have it notarized, saying that
you are out of the country for an extended period of time and
will not be a Driver of that car. This way the insurance company
will Delist you as a Driver for that car. Same would go for new
insurance company.

Three, stay with the insurance company you have, as they don't
seem to have any issues with who is on the policy.
