insulation for studio?

i will be having a 12x12 room upstairs for my studio. my wife will only agree to spending so much. my builder suggested r13 insulation all the way around the room since it will already be on the front 1/2, and r19 insulation which is what he will put in the floor downstairs. it will be $425 for this room. is this a good idea, and will it keep sound in? is it worth it? if not, what would be a cheap alternative?

You could also check out the price of sound board. It could be called something different depending on where you live. I do not know if it will be cheaper, but it works very well.

A show I saw on the DIY network about making a home theater room.

It's basically building a room within the room. The sheet rock isn't screwed directly to the studs in the walls. They used these metal bars to isolate the interior sheet rock from the studs in the walls. The floor was also isolated from the main floor.
