Insufficient power?

While playing battlefield 1942 tonight I got a pop up message from nvidia that notified me that my brand new MSI 6600GT apg8X was not getting sufficient power from the 12V connector that is plugged into the appropriate connector on the card. It said that the card would be run at slower speeds or something in order to accomodate for this lack of power.
My system specs are as follows:
the above mentioned video card
P4 2.66
ecs l4vxa2 mobo
2*512mb 2700
Exreme Power 650psu
this is all the components that have a 12v connector besides the video card
{
2 cd-rom/rw drives
WD 120gig
samsung 60 gig
3 case fans
}

So my question is, since my voltage adjustments are limited because I have an ecs motherboard, how would I go about solving this issue and also, does anyone know how to get into the program that would have notified me of this problem?

Yes, I will try that today. The message popped up again and here is exaclty what it said:

-Problem Report-
The NVIDIA System Sentinel is reporting that the NVIDIA-powered graphics card is not receiving sufficient power.

To protect your hardware from potential damage or causing a potential system lockup(which happened twice last night), the graphics processor has lowered its performance to a level that allows continued safe operations.

Not only did it freeze twice but my desktop icons flash in intervals and things are just acting weird. I'm going to install my other psu, a TurboLink 350W which came with my case.

EDIT: I just opened my case and provided a direct 12V line to my video card first then to second hard drive and that's it. then the other line went to my main hard drive then my cd-roms then my fans. so far so good but its only been 5 minutes. I'll report back after I play some games and stuff later.
