InstallShield trouble; Error 1607 unable to install...

I'm using WinXP Pro with all critical updates installed.
I'm not sure if this is just a product related issue or OS issue but it's worth a shot. I bought/downloaded Drive Image 2002. When I try to install this, it starts and then suddenly stops with an error message: "1607; Unable to install InstallShield Scripting runtime". That's it; it refuses to go any further. I have tried looking up the error and resolutions to it and have had no luck. I have even installed the latest version of InstallShield. I have re-downloaded the software three times. I have tried to install from different locations. I have unzipped the file in different locations.
The only thing I have come across that I could not do had to do with Security settings. The process describes going to the Installer folder in Windows, right clicking on it and then clicking on the Properties tab, then the "Security" tab and changing the settings there if need be. The problem is that when I click on Properties I do not get a "Security" tab to click and cannot find this setting there. But I have a feeling that is not going to cure this. I cannot get hold of PowerQuest until probably next week. Their online customer support just generates an auto reply that says "out of the office from 7/2-7/5".
Anyone have any idea on how to handle this?

Could you give a bit more detail in what you mean for the "uninitiated". 😉
