By more reliable do you mean less likely to go down or less likely to slow down at peak hours?

By static being more reliable I meant less likely to go down since it eliminates the part of the system responsible for dynamic addies. On my system I have seen it go out for a days at a time and for people configgered for dynamic the whole system may as well have been down. That duration is unusual, but it demonstrates the advantage.
