Installing Window 8.1 On a New Build

I have never seen that, since they provide a link to the one that is actually the upgrade. But don't put anything past Microsoft. I know years ago I had a Windows 98 upgrade disk, but I could do a fresh install as long as I put my 95 disk in when it asked.

But who know what they are doing now.

If you don't have 7, you may just want to throw in a little more and get something like this:

The full retail versions of Windows can be used to do a clean install or an upgrade install. So this is a notification that if you intend to do an upgrade install, you can only upgrade install over Windows 7.

As this appears to be identical to the regular retail version (just cheaper for students), you do not need a previous installation to do a clean install.
