Installing TPMS sensors on wheels with tires already on it

Looking to buy used snow wheels/tires. I do not think that they have compatible TPMS sensors, if at all, because it was used on a different brand of car.

Is it a big deal to have a place take off the tire to install TPMS sensors? Would that damage the tire? It would have to be rebalanced I assume?
 
It shouldn't damage the tire if they are doing their job correctly and yes they will need rebalanced.
