Installing Ram issues... nedd some help please

I built a new computer about a 3 weeks ago, but the motherboard and bios didn't recognize one of the sticks of ram ( i bought 2 256 Mb DDR PC 2100 Crucal sticks) so i sent it back thinking it DoA. Now, however, I just got the new stick and it still doesn't recognize two sticks of ram. So, I am thinkiing I am doing something wrong. I have an Epox 8kha+ for a motherboard. I've switched the stick from Dimm 2 to Dimm 3 but neither recognizes it. Do i have to enable these dimm slots or something... or is my motherboard just fried? I sure hope its the fomer issue and not the latter. Please, any help or insight would be most appreciated.

Have you taken out the "good stick" and tried the "bad stick" alone in the "good stick's" DIMM slot? If it works there, then it is a good stick and you need to look for something else.
Flash to the latest BIOS or clear CMOS (after you have written down all your current settings).
Are you certain that boths sticks are the same specs of memory, eg, registered or not, ECC or not, etc?
Finally, are you certain that your motherboard does not have any peculiar restrictions on RAM placement, eg slots 1 and 3, etc.
After that, is your power supply sufficiently large (doubt this is it).
Finally, your motherboard might have some difficulty accepting two sticks; may have to RMA it.
