I have win XP pro. Sometimes I will install a program and all users will have it on their desktop. other times only the user who installed it will. How can I control this?

Where it is initally placed depends on the install program , but the deskop links are just shortcut files. To fix this all you need to do is cut the one on your desktop and paste it to the 'all users' desktop (usually c:\documents and settings\all users\desktop). Your 'actual' desktop is a combination of links in your private desktop (aka c:\documents and settings\yourname\desktop) and the 'All Users' desktop.

You can't control it conveniently, but you can fix it up after the fact. Go to the root Document and Settings folder. That has subfolders for each user and for "all users". Within those subfolders are start menu folders. If you want Program X available only to Bob, then move the shortcut from All Users/Start Menu/Programs to Bob/Start Menu/Programs.
