Installing modem problem

I'm trying to install a USR modem on my computer. It's a winmodem with voice 3594A oem. But when I try to install it on my Windows 98 system, it gives me this error that it cannot load the installer - modem.cpl - for this hardware. Please help. Thanks.
 
Check your instructions for the modem. Some devices want you to install the driver set BEFORE you install the hardware. Maybe you can pull out the card, install the drivers (Check to see if the driver disc has a setup program, or it has a autorun.inf file. After you have installed all the drivers, then install the modem, and see if your issues go away.
