Installing HIS x1950pro AGP with ICEQ cooler

I recently bought this card used from a fellow ATer. The card works, but the fan on the cooler doesn't spin up at all, and am looking for troubleshooting steps/advice. I wasn't sure if perhaps I've missed a connection or something. My power supply is a new ThermalTake 430q. The only other devices plugged in are a SATA HDD and an IDE DVD Drive. I've got the 6 pin molex from there directly into the 6 pin receiver on the video card. The power connector to the fan appears to be connected at both ends, and the card is in great shape overall, so I'm just uncertain what would cause a fan to just die.

Any ideas how I can test the cooler/fan in order to see if it's working?

sorry I can't help you with your question, but if you're willing to, I highly recommend installing the Accelero on it. Fanless, Cool, and Silent.
