Installing heatsink/Fan

I bought this cooler master EP5 6I11 heatsink/fan. I was going through their website sor installation on my 1.33 Ghz Athlon. I have a few question.

1) Should I install the mobo first and then install the CPU and then install the heat sink?
2) there is a pink color material under the heat sink. I take it as the thermal layer. But do i need to peel it off before installing?

1) i'd install the cpu, then heatsink, then mobo... that's if you have the mobo out though
2) you can take it off if you're using something else... just make sure it's all off.
 
another quick question. there is a paper sticker on the Cpu covering L5 and L6 bridges. do i take that off too before installing the heatsink
