Installing Catalyst drivers create slow motion right clicks

I just reinstalled windows. Everything seemed good but I downloaded the new catalyst drivers and after installing them it seems to have slowed down my PC. When I right click something in the task bar it's like this really slow mottion fade-in occurs. Obvisouly the installation of the dirvers have enabled some type of BS menu fade. How can I turn this off?
 
All newer ATI cards do this when rebooting after intalling new drivers. After reboot VPU recover feature is supposed to detect your GFX chip and once done everything goes back to normal...

I suppose you could try what Sudheer Anne suggested but Iv never had to do that.
