Installing 423 heatsink/fan question

I am trying to figure out how to install a heatsink/fan for a 423 socket.

I have 2 black brackets, a fan and 2 metal clips.

My assumption is that there is something on the underside holding the black pieces, however I have never seen this socket and how it is suppossed to look..

Therefore I am stumped.....

Basically, you secure the two black plastic brackets to the motherboard...then, you use the two metal clips to hold down the cpu heatsink/fan....it seems like you might be missing the part that holds the black brackets to the motherboard
