Installed new ram and showing low amount

I understand that the OS is 32-bit Vista and it is unable to recognize more than 4096mb of ram...I placed in 2x2GB Mushkin PC-6400's and I expected at least 3.5GB+ available as there is only a 7600gt 256 inside, but it is showing only 3072mb in everest as well as windows. CPU-Z confirms that there is 4096mb of ram in the system and i cannot figure out why it is only showing 3072mb when there is only a 7600gt in the computer and no other extra hardware. Is there a limitation when going 2x2...I have also run the windows memory test and it came up fine and I plan on running memtest86...I'm basically asking is this something normal with a 2x2GB ram or should I look to RMA it?

the mobo is MSI-7350 650i

Seems lower than what I would expect, but I doubt the RAM is faulty.
Lower than 4 GB is, like you said, normal for 32 bit OS.

I believe this is normal. Different 32bit systems show different amounts of RAM near 3GB. I installed Vista 32 for my friend's father because some programs he wanted to use were incompatible with Vista 64 and it only read 3GB of RAM instead of the 3.25 I was expecting also.
