installed a new video card and i seem to be "lagging"

I just bought a used 7800gt, and have had it for a few days. I havent done any gaming or anything major yet, but i have noticed that sometimes the pointer delays and lags when using my mouse during regular use.

Video card problem? Did I get shafted with a bad card, and is there anyway to test the card, like any particular program?

Bare with me, this is my first gaming rig. Any help would be appreciated.

before you installed the drivers did you do a proper uninstall? If not uninstall the drivers then startup your computer in safe mode then use Driver Cleaner http://www.drivercleaner.net/ then restart the computer normal and reinstall the latest drivers.
