Install Shield Engine won't initialize in XP

Whenever I try to install something that uses Install Shield I get the error I mentioned in the title, since most of my games/programs use install shield I'm up a river without a paddle, can someone point me to some sort of fix?
 
try booting with the cd & use the repair option.
alternatively you could try reinstalling XP over your present install!
