install recovery console as F8 start up option in win 2k

I'm setting up Windows 2000 Pro on a particular machine (Presario with Pentium 133) and every time I install the Recovery Console (in windows, running CD DRIVE:\i386\winnt32.exe /cmdcons) on the subsequent reboot Windows cannot start from the hard drive. After the machine POSTs I get:

Disk I/O error: Status = 00000001
NTLDR: Fatal Error 1 reading BOOT.INI

What the hell's going on? It's not the first time I reboot after getting Windows on the machine. I have done the following twice in about the same order. Install Windows clean; nothing on the hard drive. Get SP1, reboot. Get latest IE, reboot, install the Recovery Console as a startup option, reboot, and now I'm stuck with that error device. Instead of reinstalling clean again (tiring), what can I do?
 
Odd. Post your boot.ini file, before the RecCons install and afterwards, and let's see what the RC install did to it. It should only be adding a line for itself and leaving everything else alone.
