Install infrared adaptor in win98??

I have bought the amazepc IrTurbo Infrared adaptor for motherboard version and install it in win98.Everything seems go smooth but it does not able to detect other infrared device such as the palm and mobile. What's wrong? Can someone help? I can't find advice with win98, does it related with the virtual com in win98??🙁
