Inspiron Laptop Battery Question

Hello all,

I have noticed that there are at least two different types of inspiron laptop batteries floating around. One comes with the following specifications:

14.8V/3600mAH and a charging current of 3A

The other comes with the following specifications:

14.8V/3800mAH and a charging current of 3.5A

I have three questions:
1) Is one of these batteries a four cell battery and the other one an 8 cell?
2) If not, can someone please explain the difference to me?
3) Can they safely be used interchangeably?
