Inspiron 6000 audio problem

When I plug a mic into the mic in I can't hear my voice and Skype doesn't even work neither does Teamspeak. I uninstalled the audio driver, ran Ccleaner, restarted and reinstalled the audio driver no luck. I checked the audio properties and everything seems fine.

I have also been decoding audio from my radio scanner and it doesn't output the audio. Could it be that the speakers are automatically muted when there is a mic plugged in?
 
(windows 7) right click on the audio icon bot right. click recording devices. right click on your mic and select properties.

click the listen tab.

check the box "listen to this device." also i would select to play it back through the default playback device.

click levels tab.
make sure this is turned up.

there are more options if problem still exists. let me know and post more info.
