inspiron 3700 problem

okay, the computer(dell inspiron 3700) turns on and will not give a post or anything. No graphics and no actions. All that happens is that the hard drive spins up and the caps lock, num lock, and scroll lock buttons blink. the person who owns the computer looked last night for a cmos or a jumper of some sort to hard reset the machine, but could not find anything. does anyone know how to hard reset these machines or a fix to this problem?
