Every state should follow the "shall issue" rule set. Allowing any average joe to carry around his tool of confidence just doesn't sit well with me. I would like to assume that every gun owner follows the strict rules and regulations every ATOT gun owner does, but I just can't. Even thinking about having California adopt a "unrestricted" rule set makes me /facepalm. Way too many idiots and gang members around here to be allowing them to carry concealed weapons.
Actually, it's fairly easy to get one in California, outside of the big cities.

It is the only option afford to the average guy to legally carry a hand gun in CA if they can't gain a CCW permit in places such as the Bay Area or down south around LA, etc...
For the most part people who are open carrying pistols are doing so to ensure that the right is not loss due to neglect by the people of this state. Its more of a political statement when people do it. Of course any competent gun owner can/should be able to easily load a hand gun in under 1-2 seconds.
Edit: Rifles and shotguns do not have the unloaded requirement, though I may be wrong if that law has changed recently.
Under stress you can multiply that by at least 3. Being required to carry ammo separately simply ensures that the only people using the guns will be the ones who have pre-meditated their use, aka the bad guys.
Personally, I think a federal CCW law would be beneficial. Non of the reciprocity bs, everywhere has the same laws then (well they all have the same baseline at least).

A clip doesn't take that long to pop into a hand gun even under a stressful situation and in fact in a situation when it is needed it is always better to have a gun then to not have one. Of course this is the only legal option for the average person to carry in CA since CCW's are for the social and political elite.

If you carry around here you can expect to get hassled by the cops at the very least. You can expect to be arrested at the very worst.
I actually know someone with a conceal and carry license in California. He was granted it because he used to be a volunteer fire fighter for the wild fires and had to drive the expensive equipment around so they gave him one.
