I am interested in getting a DVD drive for my PC, but I wanted a input/output TV tuner this way I can watch the DVD's on my TV or I can watch TV on my PC... Can someone please tell me the best card that would be able to do this, and at a reasonable price?
 
You'll need to replace your video card with one that has TV-out capability ($90-$500), or get a Hollywood Plus DVD decoder for its TV-out ($50), or get a scan converter to go between your PC and TV ($90-$300).

Tell us more about your system (CPU, RAM, video card, etc.) and what operating system you are using (Win98, Win2k, etc.) and maybe we can give specific help.
