Inpspiron 9300 stuck @ 800MHz

I just upgraded my Inspiron 9300 from Pentium M dothan 1.6GHz to 2.13GHz. Now Windows reports @ 800MHz.

Specs:
Dell Inspiron 9300
CPU 1.6Ghz -> 2.13 Ghz
2 GB RAM
GeforceGO 6800
WinXP


Things I retried:
* I upgraded my BIOS from A04 to A05 revision
* REINSTALLED 1.6GHz CPU and NOW IT'S STUCK @ 800MHZ TOO!!
* Reinstalled Operating System - incl. Intel Chipset Drivers
* Reset BIOS via unplugging battery & rebooting
* Set power settings @ Maximum Performance.
* Tried RMClock & run CPU-Z to verify performance & run CPU taxing software to watch if Speedstep increases speed
* Googling web for similar problems - no solutions have worked
* SpeedSwitchXP no luck..

Things I've noticed:
* Benchmarks do confirm poor performance per Sandra & Mathematica
* BIOS reports CPU is 2.13GHz for the first 10seconds and then reports 800MHz - Possibly normal because CPU usage is virtually nill.

CPUZ:
Core 798MHz
Multipler 6x
Bus Speed 133MHz
Rated 532MHz


I'd be happy going back to 100% 1.6GHz Any advise! Begging please! Possibly not using RMClock or SpeedSwitchXP correctly??

While I was swapping my CPU I thought I'd suck the dust bunnies out of my CPU & GPU fans. While I was troubleshooting my problem, I installed SpeedFan and It was reporting my core temp to be 60C. After I cooled the core, I found that @ 57C the GPU fan tried to engage but couldn't because of a trapped dust bunny allowing the GPU's temp to increase and causing my CPU to drop to 800MHz. Disassembled GPU fan, removed the offending bunny, now fan engages and CPU stays @ 2.13GHz. Sheesh...
