Inivisble Start Menu

I posted in the wrong place, so I'm going to repost here.

So...

My dad's desktop runs Windows XP Home, and for some reason when you click on the Start Menu it comes up transparent. You can see the outline but you can see right through it to the desktop.

Also, when I click on the File/Edit or other drop down menus they also have the same problem.

Any ideas? This is pretty annoying!
