Initializing Keyboard Controller?

We have this new system we've been trying to get working. We think it might be the power supply, thermaltake 480w with only a 18A +12v rail. D-Bracket displays 4 red lights with that power supply, when swapped for a PS with a 24A +12v rail D-Bracket displays 3 red lights with a green in light number 3 (bottom left = green). The MSI website says the error we're getting is: Initializing Keyboard Controller. We get that with a keyboard plugged in or not. What does that mean. Why wont this system post.....?
