Not sure what Bing "reigned" over but it didn't 'ring' true in any case. You can change the rules for graduating any way you like but, the individual classes should be graded according to one standard. Too bad no one can ever agree on what that standard should be.

As for the education system, I think there are plenty of things wrong with it, but doing away with standards isn't the right direction to go in.
