ING Interest Rate: What's the highest it's been?

I was looking at the chart on ING. It's currently 2% and I saw that back in 2000 it was like 6+%. What was the highest it has been? I got in when it was at about 4%.
 
The highest interest rates have been? In the US? In Brazil?

When there was really high inflation in the US, I remember interest rates in the teens. Could have been higher though but I was probably too young to remember.
