Infraction for not having options setup properly?

Got a message about receiving an infraction for not having the forum options setup properly:

I know there are stickies, but I've never really bothered to read those and yes that's my mistake. A mass PM or email should have been sent out about this (changing options or receive on infraction).

since people respond to the infraction, and they don't respond to the stickies , i think Gillbot is using the right tool for the job
